every friggin' time i ever try to run a defrag, it doesn't want to work. so i spend hours going thru a bunch of BS that shouldn't be necessary, and at some point defrag gets tired of playing games...

Yep. Basically defrag needs to have sole control of the hard disk. If some other program is running which happens to write to the disk during the defrag process, then defrag will have to start over...
